FUNCTION/POSITION SUMMARY:

The Bilingual Health Program Coordinator plays a key role on the NCTSTA team in planning, coordinating and implementing national capacity building assistance (CBA) activities including in-person and virtual training and technical assistance that strengthen the public health and HIV prevention workforce.

The ideal candidate holds strong project coordination skills and a deep understanding of the cultural and structural factors that influence community health outcomes. This position supports partnerships with health departments, community-based organizations, and LGBTQ+ communities across the U.S., and will contribute the development of culturally and linguistically relevant public health messaging for HIV prevention using a health equity lens.

PRIMARY DUTIES/RESPONSIBILITIES:  

 

1.Coordinate and implement training, and technical assistance activities to support the capacity of community-based organizations (CBOs) and healthcare organizations providing HIV prevention, harm reduction and public health services across the U.S.  

  • Provide implementation support for PROCEED’s Capacity Building Assistance Provider Network (CPN) and Coordination Center. 
  • Engage and collaborate with all CPN members to inform the collective marketing and branding of the CBA services, training, and technical assistance. 
  • Assess and monitor community health needs and emerging trends across the U.S. 
  • Recommend CBA strategies and negotiate action plans with client organizations, partners and stakeholders. 
  • Coordinate training and technical assistance (T/TA) activities with partners, and consultants; monitor intervention activities and contract compliance; evaluate performance and amend work plans and contract documents, as necessary. 
  • Use multimedia and distance learning platforms to support training, webinars, web-based courses, and technical assistance. 
  • Maintain documentation of work processes as per agency guidelines, including T/TA interventions delivered, administrative tasks and CBA outcomes. 

 

2.Manage and maintain a high-functioning National Committee Advisory Group (NCAG) comprised of partners, funders, and other key community stakeholders across the U.S.   

  • Recruit, engage and maintain a diverse national membership for the NCAG comprised of program partners, persons with lived experience and organizational stakeholders representative of the program's target audience (HIV service providers). 
  • Process terms of reference, membership guidelines, responsibilities, and scope of work for NCAG members. 
  • Coordinate quarterly NCAG meetings to discuss key challenges and quality improvement related to program deliverables; ensure documentation of group input. 
  • Systematically gather feedback from NCAG members through various methods to analyze data and improve NCTSTA CBA service delivery. 

 

3. Contribute to the creation of scientifically sound, evidence-based, and culturally/linguistically appropriate HIV prevention and health-related materials. This includes developing content, curricula, presentations, tools, and other learning resources.  

  • Collaborate with the NCTSTA team to produce HIV prevention and public health awareness messaging for diverse digital and print platforms. 
  • Manage and oversee the development, pilot testing, and approval of materials in accordance with agency and funder guidelines. 
  • Create professional presentations on current and relevant topics for training/technical assistance (T/TA) and national/regional conferences. 
  • Perform editing and proofreading of content as needed. 

 

4. Participate in building the visibility and capacity of PROCEED Inc., NCTSTA.   

  • Aid in facilitating partnerships and collaborations with key stakeholders.
  • Represent PROCEED NCTSTA at regional and national meetings and events.
  • Develop and implement targeted marketing strategies to reach service consumers.
  • Maintain ongoing professional development and current knowledge of trends in HIV prevention and health services delivery in one or more fields. 

 

5. Adhere to the program philosophy, approaches, policies, and practices of PROCEED NCTSTA.   

  • Comply with PROCEED NCTSTA’s protocol and guiding principles for T/TA delivery.
  • Comply with PROCEED's employee policies and procedures.
  • Prepare reports for supervisor and funder, as per established procedure and schedule.
  • Other duties as assigned by the NCTSTA Director and/or Executive Director. 

 

ADDITIONAL REQUIREMENTS:  

  • Out-of-state travel within the United States (estimated 30% of the time or 3-4 trips annually).
  • Valid U.S. driver’s license. 

 

QUALIFICATIONS:  

  • Master's degree in Public Health, Education, Public Health Administration, Social Work, or other health-related fields plus 3 years of work experience. 
  • Minimum of 1 year experience conducting professional training for adult learners. 
  • Demonstrated experience in one or more of the following public areas is required: sexual health, HIV, sexually transmitted infections (STIs), or other infectious and/or chronic diseases. 
  • Bilingual fluency in English and Spanish. 
  • Excellent verbal and written English language skills. 
  • Proficient in various IT software, digital applications, Microsoft Office 365 and relevant technology tools. 

 

PREFERRED SKILLS AND ATTRIBUTES

  • Strong background in project management or coordination, particularly in health-related initiatives. 
  • Experience supporting complex project timelines, deliverables, and stakeholder coordination. 
  • Working knowledge of medical terminology related to HIV. 
  • Proven experience in supporting LGBTQ+ communities.
  • Proactive in taking initiative and contributing to program success within a collaborative team environment.

SALARY:   

  • Range: $58,000 – $65,000, commensurate with education and experience.
